Purpose
Section 1. Healthy Families-Nampa is organized to establish a community environment that supports healthy marriages and responsible fatherhood including taking financial responsibility for children.

  1. Improve the financial well-being of children by
    1. Increasing knowledge and skills to help couples prepare, form and sustain healthy marital relationships
    2. Increasing knowledge and skills to encourage responsible fatherhood
    3. Increasing parenting knowledge and skills for surrogate parents
    4. Increasing parenting knowledge and skills for unwed mothers and fathers.
  2. Create a faith-based community coalition working toward the healthy implementation of the Community Marriage and Family Agreement.
  3. Establish community norms that support families and responsible parenting.
 
  Article 2  
 

Organizational Relationships, Responsibilities and Authority
Section 1. OVERALL ORGANIZATION OF HEALTHY FAMILIES-NAMPA:

Section 2.   HEALTHY FAMILIES-NAMPA COALITION:

  1. General Powers and Standard of Care
    1. The Coalition will generate and endorse programs consistent with the original intents of the grant. All Coalition members are encouraged to develop and participate in programs. Any new programs will require the majority approval of the Coalition.
    2. All relationships with the state will be within the parameters of the Code of Conduct accepted as foundational for the operation of partnerships.
    3. Each expression of the Coalition's program will communicate clearly its goals and objectives and their relationship to the larger purpose of the Coalition.
  2. Coalition Membership:   Membership is open to religious, civic, education, minority, media, and business leaders dedicated to the well being of children through the support of healthy marriages and responsible fatherhood.
  3. Coalition Member Roles/Responsibilities:
    1. Support the mission and vision of the Healthy Families-Nampa coalition
    2. Generate ideas that promote either healthy marriages or responsible fatherhood
    3. Attend monthly Coalition meetings with follow-up minutes provided
    4. Serve on committees or program projects
    5. Advisory group to ACT/programs/committees
    6. Participate in the review and approval of the Healthy Families-Nampa strategic and financial work plan:
      1. The strategic and financial work plan committee will be comprised of a voluntary subcommittee of coalition members
      2. The strategic and financial plan will be reviewed and updated, as appropriate, in June and December of each year
      3. The strategic and financial plan requires Coalition approval before it can be implemented.
    7. Coalition members cannot financially profit from their membership
    8. The Coalition will elect ACT members - all positions are for a two-year term, elections to be held each year in June, at the regular monthly meeting.   Each year a co-chair will be elected.   The co-chair will take the lead chair role in their second year of their term.   Elected ACT offices:
      1. Co-chairs   - facilitate meetings, chair ACT, administrative and financial signature authority;
      2. Secretary- document meeting decisions, keeper of the official record and calendar;
      3. Controller/treasurer - monthly report to Coalition (to include account deposits, expenditures and balance), financial signature authority.  
    9. Committee chairs will be appointed.
    10. Decisions and elections will be determined by a simple majority vote from a Coalition quorum at the regular monthly meetings.

 

 
  Article 3  
  ADMINISTRATIVE COORDINATION TEAM (ACT):
  1. Membership: The ACT will be comprised of the co-chairs, a secretary, a controller/treasurer, a Marriage Committee Chair, a Fatherhood Committee Chair, a Fundraiser Committee Chair, a Public Relation/Marketing Committee Chair, the Healthy Families-Nampa Executive Director, City of Nampa representative and a Department of Health and Welfare (DHW) representative.
    1. ACT will have no fewer than eight members but no more than 12 members.
    2. The Executive Director and DHW representative are non-voting members of ACT.
  2. Co-chairs, secretary, and controller/treasurer will be elected by the Coalition as defined in Section 2(h).
  3. Administrative Coordination Team (ACT) Roles and Responsibilities:
    1. Manage the administration functions outlined in the Healthy Marriage and Responsible Fatherhood Nampa Community Demonstration Initiative Application, grant and terms and conditions documents associated with award of the grant, dated May 7, 2003.
    2. Insuring that the Coalitions' ideas, initiatives and expenditures are aligned with the intent of the aforementioned grant and subsequent terms and conditions document.   Maintain the project's integrity.
    3. Final approval of monthly budget expenditures.
    4. Provide direction and supervision to the Executive Director, to include the recommendation to hire and fire.
    5. Decisions will be determined by a simple majority vote by an ACT quorum.
